(Hard to put it in words for me so here is a picture)

Or you can use point-slope form ([tex] y-y_{1} =m(x- x_{1} )[/tex]) and insert the slope of -2 and the point (3,6) like this:
[tex]y-6 =-2(x- 3 )[/tex]

And simplify if needed.
